I have now printed all of Steve's clocks and would like to try to design something or make changes to an .stl file.
I have looked at Fusion 360 and the learning curve seems high. I would not want to learn a particular package only to find that there is a more popular one that I have not taken into consideration.
What is everybody using for designing their bits and pieces?

I use Fusion 360 only because that is the one I started with. And it has a lot of support on YouTube and many forum's. I learn more everytime I use it. Very powerful!
For design from scratch, I use Fusion 360. For modifying STLs, I find it is often easier in Blender. In Blender I mostly work by moving vertices around in Edit Mode, or by using Boolean modifiers in Object Mode. Both take a long time to learn but there are plenty of resources. I've also heard recommendations for MeshMixer for modifying STLs.
Ultimately, any CAD package that produces 3D ends up with similar results. I use TurboCAD Platinum, but might choose Fusion360 if I started today. F360 has a huge following and plenty of YouTube videos to help with the learning curve. FreeCAD is another option.
