Steve I've printed the new Updated clock but can't seem to get it to work at all for some reason. I've tried weight from 4lbs to 15 lbs but the escapement wheel seems to do the same thing. I tried leveling it in slightly different spots but still got the same result I've made a video so you can see what it's doing. The pendulum itself will swing for over 25 minutes so there's nothing with that all the bearings are all cleaned and lightly oiled.

The video shows that the escapement is not rotating. It doesn't show why or where the extra friction is coming from. You can remove the pallet when debugging the issue. This clock allows taking out the pallet by removing the back right frame component without taking the entire clock apart.
The debug steps should be listed in the manual. The most important steps include checking that every gear spins freely on the arbor and every arbor spins freely in the frame. This is especially important on the right side gears. The torque is so low near the escapement that very little excess friction can stall the clock.
Take out the pallet and test how well the gears spin. If you push the escapement, does it start spinning for a while and eventually stop. Mark the gear positions where the clock stops. Does it always stop at the same spot? That may point out a defect on one of the gears.
